I bin reading the discretion of some unit and fond this In Arche Seleukeia the kleruchoi settlements called katoikiai, were established in western Anatolia, Syria, Mesopotamia and as far away as Baktria. Will have any new unit of this type they have Pantodapoi Phalangitai (Hellenic Native Phalanx) and Pezhetairoi but no Klerouchikoi Phalangitai (Hellenic Medium Phalanx) if Baktria is part of Arche Seleukeia cant they recruit Klerouchikoi Phalangitai.

If I am understanding you correctly, you are asking why Baktria does not have the Klerouchikoi Phalangitai. The answer is we are still debating on whether or not to give it to them. I think most of us want at least Baktria to have them (also Epeiros and Makedon), but we are still waiting for confirmation from our Units Dictator.

For a simply stats based answer, they lack greaves.

For a more historical answer, the klerouchoi were pretty much reservists, and while they were kept in fighting shape through short term call-ups and exercises, they were not meant to be active duty soldiers. Ideally, klerouchoi (sometimes called katoikoi) provided a source of political stability away from the Successor states' centers of power, and would only be called up for occasional short term military duty. Many thousands of klerouchoi were called up for Raphia by the Ptolemies, and many of them served for several straight years--this was as much the cause of the rebellion that followed as the 'ethnic/national pride' engendered by the success of the machimoi phalanx at the battle.
