From my expierince it happens around 200 (+/- twenty years)

Of course, if you want them quickly you could just take Taras from the Epirotes and build it up yourself.

Actually I don't believe its ANY city (I have a Mak campaign with taras at Huge for quite some time and Rome has been that way as well) but specifically Arretium. I don't know why but I seem tor ecall reading that would be the one that triggered the vanilla reforms in EB.
