Custom battles infantry charges

In custom battles all infantry has a charge bonus of one. Is there a reason for this and is it modable?

Primary weapons for many troops are javelins and the like, which don't have a charge value. These are shown on the unit info screen, and the charge value of the secondary weapon is not shown.
