I started off a new Romani campaign and 4 turns into it I get rebels that included a unit of Polybian Velites. Is this avoidable, or just something I'll have to live with?

Unfortunately we can't have rebels obey reform period rules.

I've never seen marian rebels, or do the rebels only have acces to polybian and camilian troops?
We decide what the rebels get, so we chose not to give them marian troops, but due to the lack of options, velites had to be included.

in my current campaign i had a town rebel against me and i ended up fighting an Imperial Cohort, Reform Gallic Shortswordsmen, Carthage Sacred Band, among a full stack, it was a surprise to say the least!

Ah, that would be the rebel capital, which for some strange reason has access to every unit in the edu.

So theoreticaly, we could end up fighting mumakil, since they are still in the edu?

How could the eleutheroi capital rebel? It's not the capital if it's not part of the faction...?

He is saying the capital of the eluthoroi faction, presumably the city rebeled, and then the eluthoroi decied t was in a nice position, so it changed the capital to there.
But at the point of rebellion, it cannot possibly belong to the eleutheroi as it is rebelling from another faction to the eleutheroi. And it is at this point that the units are generated.

Just out of curiosity, does the old Gladiator Uprising event or some permutation thereof still occur? I have had the weird, crazy, f-ed up combos in a rebelling city before, but when that happens it always says the rebel faction name is Rebel, as opposed to Mamertine or whatnot. In other words, it displays "Eleutheroi (Rebels)" as opposed to "Eleutheroi (Local Faction Name)". In fact, that just happend in a Pahlava campaign I'm doing; I'll post a screenie if desired.
