I'm not really satisfied with some aspects of the siege mechanism in RTW (and therefore EB) and the rudimentary role of the navy which was so important in reality.

My idea would be to make it possible to starve a town with a harbour into defeat only if the harbour is blocked from the sea. That should be true only for the towns which had really a harbour nearby or as part of the town in the ancient times.

Would that be possible or is it hard coded?

Hard-coded. Which is a shame, since it'd add some point to blockades. If only RTW had a logistics feature; troops get hungrier in enemy territory, the possibility of assaulting smaller towns around the province capital for some supplies, assaulting harbours for constant supplies, weakening the enemy before attacking...

Yeah the lack of important objectives apart from cities tends to make this game more Rome: Total Siege than I would prefer.

You mean ''nonexistence''. But, there's nothing EB can do about it
