Hi and welcome wtm,
I'm sorry to say that I don't completely understand what you are requesting. Henceforth, I will try to suggest a wider variety of solutions than what you may desire. Sorry about this.

If it is just your saved game not loading in R:TW 1.3
The problem which you are experiencing, your saved game not loading with 1.3, is not irregular. 1.3 destroys save game compatibility with previous versions resulting in un-workable saves. Downloading the 1.5 patch (http://games.softpedia.com/get/Patch/Rome-Total-War-15-Patch.shtml) and installing it over 1.3, may resolve this issue, although I am in doubt since I have never undergone the R:TW patching process (I have the Gold edition which is already 1.5).

If this does not work then perhaps un-installing R:TW and then reinstalling it, returning the game to version 1.0, compatible with your save, will solve the issue. You can keep your save safe by copying and pasting it from your "C:\Program Files\Activision\Rome - Total War\saves" directory into your My Documents folder and then copying it back to it's original location after the re-installation. However, doing this downgrading to 1.0 which was heavily bugged and doing this really depends upon how desperate you are to keep your saved game in existence. If you do select this, then it is recommended that you patch up to 1.2 (http://games.softpedia.com/get/Patch/Rome-Total-War-Patch.shtml) and then 1.5 (http://games.softpedia.com/get/Patch/Rome-Total-War-15-Patch.shtml) after you no longer need your save.

The crash at 83BC, presumably in your old save
Before doing anything technical here, try and avoid it by doing something different during your turn. For example not training any units or not constructing any buildings. If this is causing the problems, then you may get past the crash quite easily.

If this nasty issue is a Vista problem, and the above does not work, then you can run your game, on a Vista OS, in compatibility mode for XP SP2 - it's not guaranteed to work, but several Vista hating games have begun working on my PC by doing this. To get this useful feature up and running firstly right click on your R:TW shortcut, which ever one you use, and select "Properties". Then, select compatibility and check the "Run this program in compatibility mode for button". The drop down menu should automatically say "Windows XP Service Pack 2", but, if it doesn't, change it to that. Hopefully, that should resolve any problems with R:TW and the latest OS.

Hope this helps, sorry if I have misunderstood anything that you have said, good luck, cheers!

When having such trouble it would be wise to seek the Apothecary (https://forums.totalwar.org/vb/forumdisplay.php?f=13). I am not certain if junior members have access to post, but there then should at least find itself a thread (among the stickied ones) wherein you could post if you cannot post new topics or post in existing non-stickies.

Junior members can post in the Apothecary. You only need full membership to access the Miscellaneous section of the forums.
