In the section of the ebbs that seems to break the govs of different factions, there are only 18 factions (including slaves) that have the scripts, what about the other 3?

The nomad factions don't use regular governments, making a govt damaging script for them somewhat redundant. Granted, it could be there, but the govt-damaging monitors are one of the biggest resource hogs in the EBBS.
