firstly, a great forum with helpful people and well organised in every respect :book:

my question: do the 'wall' upgrades which increase the number of free upkeep units, increase the global allowance of free upkeep units, or does this only apply to units generated from the particular settlement?

Free upkeep only applies to units within the walls at the end of the turn. In addition, the city (or castle if you're playing some of the mods out there) must be able to build that base type of unit. Finally, the unit must be designated as a free upkeep unit in the unit file. Most of the units that can be free upkeep have 'militia' in the unit name, but not all of them.

Easiest way of determining if you will get free upkeep for a unit is to look at the unit when it is in the city. If the unit card has a grey background, you will pay the upkeep cost for that unit. If it has a blue background, it will be upkeep free that turn.

Only for the settlement in question, and only if the militia unit is garrisoned in the particular settlement
