Question regarding the military buildings

I´ve started a further campaign, this time with the Macedonians.

Now, I have a question regarding the military buildings:
I read in the “Macedonian Recruitment Guide” in this forum that, if you establish a Type 3 Government in Tylis (which I actually occupied), you can hire Leuce Epos, Taxeis Tribaloi and Galatikoi Kuarothoroi (MIC Level 4).
Have I to build up the conventional military training center till Level 4 or should I start to establish the military buildings for “foreign natives” to get these units? What´s the difference between these two military facilities? I think that you can fail to build up the foreign natives buildings with Type 1 or Type 2 governments. Am I wrong?

To get the taxeis trabloi you need a type 3 or 4 gov to give a level for regional mic. Type 3 is therefroe the best as the last level of regional mic does not add any recruitment options.
