I recently conquered Carthage's capital and established a temporary government thereafter. I looked at the city it was massively built up. Almost every building that was built could be built. So I looked at my government options and established a type III government because it said the city would be able to operate mostly independently. I figured this was the best option.

Now my question is, does it really make that much a difference establishing a type III government rather than just a type II?

Well, governments do basically three things. 1- The bonuses on the buildings. They vary from faction to faction and I forget the difference between II and III with the Romans. 2- What you can build. You generally get to build more things the closer the government is to your homeland. Since it was already built up, you don't have to worry about this. 3- What units you can recruit. Carthage is very devoid of local units for the Romans. If you are in the Marian Era, typeII is better for recruitment.

It basically boils down to the bonuses on the building and roleplaying options for you here...

When playing Romans I always build the best government type I can. The type III and type IV of roman governments give negative bonuses to public order and morale of the trained troops.

AFAIK type III and type IV governments are used to get high level regional troops (if they can be built in given province), but morale penalty does not make them very reliable.

As for Carthage I suggest you build type II government. I dont think you can get there better local units than numidian cavalry, so there is no need for type III or IV.

In the future, the building of type II and III and IV will affect the acquisition of certain traits and ancilliaries I am currently working on for the Romans, as well. *shhh*

um, yes, at least one that I know of. Not my area though :) I pretty much stick to the decadent wine drinkers.

For the Greeks this is already implemented. Athenians and Rhodians tend to become quite unhappy in type I (Spartan Agoge) cities and develop several traits sapping their influence and administrative skill. Similarly, Spartans don't do to well in a type II governement. I am pretty sure this has been implemented for other factions as well, although maybe not quite as noticable.

Alright then, I'll tear down the type III and build type II. I just didn't know if there was anything negative about building a type II in an already built up city.

By the way, its only 209 BC and I have 43 regions. I don't have to worry about the reforms just yet.
