Sorry.

Anyway, this isn't so much of a technical question as a question about methods or modding strategy: How might one balance out the RTW campaign so you don't see always the same few factions getting big?

I've done this already to some extent with Egypt. Gave them only Alexandria & Memphis, and gave a few extra towns to Seleucia, then stacked the other cities with fairly decent rebels. This usually keeps Egypt from getting huge, though sometimes they still do -- which is fine as long as it's not every single game. What usually happens now is that Pontus ends up taking all of Asia Minor and then sweeping down the coast. Sometimes Seleucia ends up big.

But Parthia *never* seems to have much of a chance. I gave them Phraaspa to begin, and that may help them initially, but even when they manage to grab Seleucia and Palmyra they simply don't stand a chance against the inevitable wave of Pontus or Egypt.

I know the big issue here is probably the chariots -- it's why Egypt, Pontus, and Britannia end up consistently powerful. Would taking the chariots away from Pontus help? Is there anything else I can do? I'd like to see Parthia get huge for *once*. Any tips?

If you aim to achieve a more fair game, then perhaps this modification (https://forums.totalwar.org/vb/showthread.php?t=79547) can help you out. It aims to make sure that the AI factions have a more equal chance of turning out to be superpowers and have a higher chance of survivability. This modification does this by fine tuning unit rosters, moving starting positions, adding new provinces and editing the statistics of certain units.
