hi i wanted to know how to prevent loyalists from revolting on a province?

Initially, you should give the province a high dread governor, with low piety (if a different religion to you).

Increase your garrison until loyalty (on auto-taxes) is above 120%.

Then build happiness buildings (watch tower, border fort, religious buildings, town watch/guard/militia, inn).

Roark has already covered just about everything. The only thing I can think of to add is that placing spies in a newly-conquered province really helps as well. A few spies will go a long way towards pacifying the populace.

what impact does piety actually have? i know it can increase troop recruitment with crusades but what about otherwise?

I would only add that peasant units are cheap to make and support, and easier to tech up to than spies. You can use them until you can get spies to help hold down provinces. There is the added advantage that a peasant unit might turn out to have a high acumen and/or dread leader to help you get the most out of a province.

A high piety governor has a negative impact on the loyalty of the province he rules if that province is of a different religion.
On the flip side of that, governors with high piety will have a *positive* impact if the majority of his province's subjects are of the same religion as him. Also, if you're Catholic, generals with high piety are more likely to survive heresy trials.

Finally, rebel generals with high piety are supposedly more likely to get other generals to rebel and follow him. I've not seen this myself, although I've admittedly not paid much attention to whether or not piety actually has this effect.
