Of course he's doing it on purpose. He is clearly posing for a photographer and not just enjoying his time alone.
Every (aspiring) world leader is doing it now. Just like Sarkozy (French president) put on a show at the last European top while Merkel was doing all the real work.
Hey at least Putin can pull of the nature man/aging hunk image.
