I was just wondering if there is a way to get a particular faction attack you rather than you declare war on them ?

Park a army stack on their territory. That often will entice them to attack it.

Well there are a few ways to go about this. If you're just worried about the penalty your reputation will take then you can send a diplomat and have him make the offer "i want so and so" with the terms "accept or we will attack." If you use the accept or else function then you won't suffer as big a penalty I believe.
If, on the other hand, you want the enemy armies to approach you than you can make some outrageous diplomatic demands that will lower your standing with that faction. If that doesn't do it then I suggest moving units away from the province that you border with that faction. This will make it a more enticing target. Hope this helps!

Ummmm, share a border with them? Eventually everyone attacks you no matter what you do, no matter how powerful you are, how little they have to gain, how much of a chance of survival they have and no matter how much you give them.

Set it up so that everything is perfect:
1. You massively outnumber them, and have 6 times more dismounted knights than they have town militia.
2. You have multiple cities that each alone produce more than their entire empire combined.
3. You have had an alliance for at least 50 turns, preferably with a marriage or three.
4. You have been giving them 10k florins/turn for at least 20 turns.
5. You have several full stacks sitting within a turn's march of their major cities, which are each defended by only a single generals unit; the rest of their armies are hiding in a forest 8 squares from any city, or are lost on the way to Jerusalem.
Once you satisfy all these conditions, they will blockade one of your backwater ports with a single ship, because: (Note: I nearly went into a coma trying to reduce my reasoning abilities to that of the AI, however I managed to pull through and this is the result, directly from the mind of the AI) ...."Muahahaha, i will be crippling his economy, there is no way he will recover from the loss of 263 florins per turn. With that kind of monetary loss, he will be unable to afford the upkeep on his multiple stacks of elite troops scattered throughout my sparsely defended territory. Victory is MINE!!!"
But BE CAREFUL, there is a chance that one of your stacks of 14 Chivalric Knights will be attacked by a stack of 4 Ballistas, 2 Catapults and 7 Trebuchets led by a daring peasant archer Captian, and reinforced by another army of 2 town militia and 1 slav mercenaries.

Yeah, ReiseReise nailed it. I'd add one more... send your princess to a faction you're only on mildly disagreeable terms with, and have her negotiate a marriage at a city deep inside their territory. After the wedding, your new family member will show up as a general/bodyguard stack, parked next to the settlement where she negotiated the deal. And naturally, they'll immediately declare war because you have an "army" on their territory.
