Saka reforms

The saka reforms are not working on my system. I think it s because I cannot get and allied goverment in makaranda and another city. Could someone help me by telling me how to manually trigger the reforms of what i am doing wrong

Just leave me your E-mail adress and I'll post you a corrected EDB for Saka reforms to happen! They are bugged, you need to change some files.
