i'm confused. are there any seleukid reforms? because i see the cataphract reforms icon on some settlements, yet i don't know what they mean :P

I'm almost positive that their are Seleukid Kataphraktoi reforms, but I'm not sure what the triggers are....it would be nice if the trigger was fighting with the parthians or armenians, which is where the Seleukids stole the Kataphraktoi idea from, but it very well could be Marian.

At the moment it's triggered by the vanilla Marian Reforms - there must be a huge city in Italy.
