I followed the procedure described in the sticky thread to unlock timurids, but it doesn't work. If I start a new campaign with england, I see a full-screen scroll giving me some informations and asking for a password (I didn't insert any). When I start the first turn, open the console (BTW, it wasn't the ' key but the à key for me) and type "control timurids", I get a message telling that console is disabled in hotseat multiplayer.
BTW, there was no [Multiplayer] section in the file I had to modify: I had to add it.
I'm not sure I fully understand your predicament, but the Timurs don't exist in the game at the start of the campaign,
but rather appear suddenly, much, much later, as a large invasion force from the east.
So when you start a new campaign, there are no Timurs in existence yet for you to take control of.

I followed this steps:
Have a look in your Medieval II Total War folder and you'll see a file called medieval2.preference.cfg - right click on this file and go to Edit and the file will open in Notepad.
Add the following three lines to the [multiplayer] section:
[multiplayer]
playable = true
hotseat_turns = true
hotseat_scroll = false
Then start a campaign as normal and select England (remember to deselect any other factions additionally highlighted).
Launch the campaign and bring down the M2 console by pressing the ' key.
Type in:
control mongols
or
control timurids
depending on which you want to play as. Then type in:
control england
The game will then autopilot you (warning this may take a while) to the appearance of your chosen faction and give you control of them.
But that didn't work. :help:
i think that only works with 1.0 not with the patch.
