I have been wondering and this may already be a mute subject but, is there any way when assaulted or beseiged that you can can call to arms all able bodied men, say between the ages of 15 and 55 to arms, like 30% or so of a settlement population,if you are in your last settlement you can put up a hell of a defense? And say all called to arms population are just a levy spearmen. Is this possible? It would be cool if so.

In BI and (I think) M2TW, certain factions will become 'horde' after their last city is taken, so instead of the faction being destroyed, it uses the population of it's last city to make a few stacks of soldiers.

But could it be possible to press an icon or button to call to arms every person able in a settlement say 30% to become levy spearment just so you are not easily assaulted at every city if you don't have a large garrison?

I think that would bring a whole new level of assaulting to every settlement, so you could not assault a settlement with 4 or 5 units because the city only had one unit in it.

What do you think?

I've run into situations where that might be nice, of course. It's not a feature, though. I doubt it's possible to mod it into the game. But I don't know anything.

There has been some mods that script in a couple of units in besieged cities, I think. EB does not.

It is possible, though complex in RTW, to script that some units appear when a town is sieged, to represent untrained population coming to assist in fending off the siege. As bovi said, some mods have this scripting. The problem is that the new units don't just disappear when the siege is repulsed, and you have a bunch of 'free' units sitting around. EB has decided not to do such scripts at this time.

As far as just automatic units that appear and disappear when a settlement is sieged, based on loyalty and population amount, you'll have to ask CA for that in the next Total War.
