Casse Reforms

I apologize if this has been asked before but what are the stipulations that must be met to unlock the Casse reform? I don't want to hang around in Britain, waiting for it, if one of the stipulations, persay, is to conquer certain areas of Gaul, etc... Thanks in advance.
