I have never seen an AI MIC in a province that wasnt a homeland province, whats up with this? is it hard coded? maybe becasue of the $$ and availability of mercs the comp doesnt spend the money on MIC's in these provinces? i know this has probly aready been talked about but i cant find it anywhere.
any thoughts?

Are you using any money scripts or anything?
The AI has odd priorities. They will often waste all of their money on units and not have anything left over for buildings. Once they start doing well, they spend more money on buildings.
the script is always on, and i dont use any kind of mods except darth and sinhuit
in my savegame the carthaginians have owned most of europe, Italy especially for at least a good 40 years, they are and have been for about 25 years the best civilization and i think they're money rating is at least 80million at the moment lol. and they seem to be making massive money. but now that i look around they have a zillion troops stacks as they are fighting me and epirote and lusotanna. i didnt really notice this until i started hitting italy and i know they have owned it for a while and the only places they have an MIC anywhere near italy is their starting province in sicily. all the others have Type II govt's and no MIC's. maybe it's just he carthiginians? i've seen MIC's in most of the eastern cities ive taken from AS and Ptol. and also from the Makedons. so i guess my original question should be.
Why is Carthage doing this?

Hmm, I am playing a Sweboz campaign, Hard difficulty in 235 B.C., and I am on a warfront with Rome stretching from the Helvetii territories to the Getai territories.
They took 5 towns and held them for at least 10 years before I made a rather crafty assault on Bononia, and when I took their frontier towns, I found they had focused solely on regional MIC buildings all the way to Patavium - Which they had held for 30 years.
There were some economical buildings, but no factional MICs at all.
I have the Balancing mod, and Darth formations.

Yes, but the Romans CAN'T build Factional MICs outside of Italy until the Marians. But I do know what the OP is talking about. Even factions that seem to do well tend to not build their non-homeland MICs up. Usually I'll see them build the Regional and/or Factional MIC up if the first level or two yields some sort of unit, but no more. If they won't get much of anything until Level 3+ they tend to not build at all. I also think that the AI bases its building on its pre-scripted money income, so it seems to take awhile.
