Making France/ England playable- Kingdom Americas campaign

I want to make France and England playable in this campaign. Can anyone tell me how I would go about it?

Would I need to modify descr_strat and campaign_script?

Is there a way to make France playable from the start of the America's campaign? Has anyone done it?
