Well theres one thing ive always wanted to know about something: when besieging a city, or just out of my own provinces for too long, my generals run low on supplies. I have no problem with this, except for one confusing issue: in the description of how to get food back, it says 'it can be reversed by your generals logistics, devastating an enemy tile, or capturing an enemy settlement.'
Thing is, HOW do i devastate an enemy tile, and what IS a tile? please explain!

AFAIK standing on road with some trade going through it would be it. Or a harbor?

a tile is one square tile on the map. "devastating" is when the tile turns black around your army after a few turns, representing the rapracity and pillaging your armies do there.

You're better off moving quickly to your goal in enemy territory though. Hanging around to devastate a tile is poor use of time, not to mention the existing supplies the army has. It's just a bonus that you usually devastate a tile while sieging.
