Constantinople in ruins!

Ok, the title is a bit misleading, but I ddint want to see anohter thread with I FOUND A BUG in the title. This is possibly because I think it might not be a bug, but it is crippling me anyhow.

Ya see, I had an earthquake in Constantinople which destroyed my spearmaker and now it wont let me build a new one. Obviously, spearmen are kind of integral to getting to hard troops so if I cannot build a newo ne the Big-C is useless as a troop maker.

Is this a bug? I have not been able to build one for a few years now...
