Is Expert very different then Hard?

since hard is a real pushover other than crazy random rebellions even with at least 1 spy, bishop, emissary, assassin and 300 garrision/governor and low tax and castle w/ church and 100% religion/200% loyalty in each province.

i would suspect the rebellion are even worse on expert.
