in general, i almost always go for the income producers first, farm field improvements and trading posts. your home province (the capital) almost always has some military type upgrades for building troops, so i concentrate on money.
after that it somewhat depends on who you are and what the situation is and at what difficulty level you're playing. if you've got enemies on all sides and no alliances and ex-communicated early for some reason and playing on expert, then watch towers, forts, military upgrades, and emissaries, and that is all mixed in with actual troops. i also like to build at least one inn so i can buy mercenaries early. this has been a life saver at times.
if you're playing an easier mode, not hardly any enemies nearby, lots of alliances and so on, i go for money and tech tree and as early a trade route as i can get. trade route and spy networks both get built fast.
so, it really depends on your situation. i never try and fix just one way of playing in mind because the situation is always different and calls for different strategies.

The only absolute is that there are no absolutes.
The all-important early game makes or breaks you. Because of this, I push through the following build order in all my provinces early on.
#1 watch tower
#2 fort
#3 town watch
#4 spear maker
That is 1+4+2+2=9 turns of building that gets you the ability to make spearmen. If you like archers you can substitute those, but I like having the ability to pump spearmen in every province I own in the early game to mass armies and maintain a supply of 4+ acumen governors.
Once your spearmaker is built, you can get the +20% farm upgrade (if it has a payoff that is decent) then build the second castle type. You should always build in every province on every turn. If you find yourself lacking money to do that, you should be installing 4+ acumen governors in every province and maxing out your taxes.
If you have a decent army or 2 sitting idle, provoke rebellions by moving it away (so its province is empty, ripe for rebellion) then move it back after the rebels appear. The next turn slaughter them in order to pump your general's valour and virtues. You will also make good money from confiscated lands, as well as improving your units valour while thinning their ranks (which reduces your upkeep, and makes way for new troops).

Agree with K, it all depends on the situation and your game style - are you a warrior or a builder? I'm a builder, so I tend to go for economical infrastructure 1st, but you mustn't neglect your army either.
eg Im playing as Italy. Venice is a province with the ability to make a lot of money, so I go for port and trading post 1st, Genoa makes me Genoese sailors +1 Honour, so I build towards that and use it for all my other archery needs later on as well. Tuscany gives me +1 Spearmen so I build towards that to get them as quick as possible. You must plan which provinces you will use for what from turn 1 based upon their respective strenghts and weaknesses.

What do u think about the mines u can build?
Lot's of good thoughts here. You need money and soldiers both. So I try to answer the WHERE questions immediately when the campaign begins. WHERE to build what is important because the ramp up path is slow. The regions with trade items will concentrate on commerce while others make troops. One will produce cav, another infantry and yet another specializes in archers. Something like that, always with an I toward valor bonuses. A long range plan speeds the game up too because you know what you want to do for many turns. Ultimately many areas will both trade and raise troops of course.

Yes I often like to have one province for each type of troop. The danger is of course is you can't lose any of the provinces or else have major unbalanced armies.
Ports and ships are of fantastic importance as well. If you are going to go out conquering the world you are going to need ports and ships allowing you to go to those far off ports. Most of the time your best men appear in your provinces from early on and you need to get those troops to the holy land or to England or whatever. Your heirs also appear in the early provinces and a lot of the time they are invaluable generals so they also need to be able to get someplace fast and turn the tide of the battle.

War is Money,
more corrrectly...War burns money.
So I would specialize. if the province has iron or has troop bonus get it on the road to Castle asap. if the province is rich in farm. farm is all the ay up to 80% beacuse pretty soon the florin will run low.
as far location and garrison goes. don't worry about it too much. beause my string of troops reinforce the front acts like garrison in each turn.
Last but not least. the best province to build on is te one you just conquered from your neighbors with a nice castle already inplace, cut down on the infrastructure cost :-)

How do u know if the province is rich in farm?

Farm income = total income - trade
at start u got no improv.
so right click see how much each no governor at norm racks in. my rule of tumb, 200+ at no improv is good enough for 80% imp

yeah, its pathetic later in the game I even try to upgrade all provinces not just the good ones to squeeze every florin. later on its tough, and you are fighting a war with big empires, trade got cut off, u are running on your savings. and pretty soon you are 10k in red...hapen to me all the time.
that's for another topic
