What faction is the man on the manual cover?

He appears to have the colors of the Holy Roman Empire yet the emblem of the Sicilians (except the head is facing the left instead of the right)

Yea i could tell it was specificlly the emblem of the sicilians since the gap between the wings and head of the bird are exactly the same shape and size.

So some artist just made some dude that looked cool with cool colors and emblem without paying attention to history.

Did the same thing to the Knights Templer, made them use swords on horseback basically because "it looks cool".
