veterans cohorts outside Italy?

Does anyone know wether you can recruit veteran's cohorts outside of Italy
before imperial reforms?

I don't think your meant to. Evocati are only recruitable in Italy. As are the Praetorians after them.

You can't because there isn't a significant enough compliment of Roman veterans. This isn't something that is going to change in EB1
