Unit Upgrades

I have been playing a mod that does not upgrade some units that are in the upgrade queue. What files besides the EDU are needed to get this upgrade to work or just eliminate it from the mod?

Are you sure this is part of a mod?
As far as I am aware, this is more likely the game retraining bug which at times pops out green units and prevents retraining to gain upgrades.

Okay, I know about htis bug in 1.0 but I have 1.3 and you're telling me it's still a bug, but why only missile and cavalry?
