For the Celts is there still a turn # to manipulate ? Armenia and Parthia are just conqueror X territories and you get them right ?

Not sure about Parthia, the Celts, or the Germans, but I know the Armenian ones require more than just getting the prvinces, you have to get them in a certain order and in certain batches.

Yes, they get a pike unit. It is tied to the vanilla marian Reform.

That's a bit odd really, considering that they started using pikemen in the 4th century, as I recall (at least Thebes did).
