Why does it use a percentile chance for various sized lots instead of a flat per-city bonus? If there's one thing I'm finding rather sad right now in 1.0 its that the Eleutheroi settlements aren't really being developed all that much. I know I had finally gotten it to where I liked in 0.8x by using one of the money scripts and tweaking it to give the Eleutheroi even more mnai, which meant that after a while you couldn't swiftly assimilate the Eleutheroi settlements, and it also helped the AI by pushing them to fight each other more (I believe) and, when they did conquer Eleutheroi of the same culture group, ususally gave them decent MICs to use, thus making them more enjoyable to fight as the human player. I may go back to something like that for the Eleutheroi, but the percentile system intrigues me and I'm curious to know how it was decided to use that and why only for the Eleutheroi.

The AI makes odd decisions as eleutheroi. If we give it a low, steady flow of cash, it will spam levy units in the places where it can. If we give it a medium, steady flow of cash, it will spam levy units and create mines. If we give it a high, steady flow of cash it will spam all sorts of units, and hyperdevelop their cities.

By giving them assistance every 4 turns, with varying amounts, they will build up their economy and MICs, without spamming units. By 240BC they will have 1/2-3/4 stacks, with balanced armies, in most settlements. At least they did when it was developed, but many things have changed with the setup since then.

Ah, makes sense. Well I'll see how it turns out as I've got another 10 years before I hit 240 BC. It is an interesting method, I will admit. I was almost certain you were going to use a stepped flat-income or something similar for all the faction including Eleutheroi, from what I read in the public threads. But I do like the idea of the percentile fix and will probably tinker with it myself as it seems the amount may be a little too low (or the Eleutheroi are just getting unlucky rolls....), plus I play on H/M instead of VH/M, so that also factors into it.
