Checking the recruitment viewer, I should be able to recruit Silurian warbands in Cambriae region playing as the Casse with lvl 3 foreign MIC. Well, I have the MIC but recruitment of the unit is not available. Does this have something to do with reforms? I've had both reforms now, so the only thing I can think of is that they were only available before the reforms... but I'm not sure if reforms actually get rid of units or just add them. Any info?
