Building bug - Missing keep but I have a castle

Has anyone captured a province and found that a keep or castle has been build, but not a fort?

As you have levelled up, you can not build ports, trading post, or any of the improvements?

Uh...

1) Keep doesn't show up in the building list if a castle is built.

2) If you couldn't build, had you taken the castle (i.e. the enemy weren't sieged within it)? You cannot build if the enemy is sieged in the castle.

Yup I also had the above problem. Needed to tear down several things to get it working again.
Also playing spain in GA, one of the achievements is getting 30+ buildings/upgrades in 4 countries/provinces. BUT i never got the score for it, even though i had build everything i could (i know i started a bit earlier ), it still doesn't show 30 buildings/upgrades there, so i suspect somehow the counting for upgrades is not working 100%
