I noticed a good way of leveling the leader is to set up monarchs with particular career paths. I find the following ups the happiness of all the people:
Steward, Builder both +10% happiness
Occasional Mercy +10% happiness.
So essentially the game rewards a good natured ruler who releases bandits and builds plenty of stuff. I found a great start for the english with regard to this. Is simply bribing standing armies that cost around 2k in Wales, Sweden, Spain, Lithuania, Prussia and other eastern states ( I bolster these guys loyality by marrying them off to my princesses) while upping all the agricultural production. If you do this enough you get a 2 V&Vs steward and builder. Once you put down a civil revolt in probably Prussia or one of the other eastern provinces. Make sure you release everyone you capture. Rinse and repeat this and you get the Mercy V&Vs resulting in happier people. You can even engineer revolts by decamping your troops from particular areas so you can go back and get the mercy bonus.
Don't have less than 100 men in a province though as you might get the dreaded Bandits.
I note a lot of folk in this forum go on about increasing their dread but in my opinion once you show some consistent chivalry you will create good opportunities to increase that loyality. So eventually you can spend less resource on those territories.
