I've noticed that a lot of the cities of the 1st Persian Empire (The cities under Pontic, Hayasdan, Parthian, Baktrian, Ptolmaic, Seuklid control) make a large loss each year. Even major cities like Babylon and Persepolis are losing huge amounts of money. Is creating an empire in this region even worth it? That leaves factions like the Parthians and Hayasdan with no real incentive to go out and expand. Am I doing something wrong? Is there way to help them turn a profit?

These cities are not making a loss. They are just supporting a proportionally larger part of your army. The only monetary statistics that matter are your yearly income, which can be found on your faction icon.

you can also check the exact amount (minus any bonus/penalties applied through the script) in the town details. This is useful because it seperates the amount of income of a settlement into trade, taxes, and something else.
