What exactly are the Sweboz reform requirements? I read the script and it says something about checking for the Carthage reforms, and then to check each settlement for a "forum".
So, do I have to wait for Carthage to build a royal barracks (I think that's the criteria for them and I think thats what it needs) and then build a forum? Is that a nickname for one of the levels of market?
