How do I play the 12th, adn what is the 12th faction ?

I can only select 11 factions, I seem to miss the lightblue one at the very top of the strategy map,...

is there a way to scroll down or something else I missed ?

If you are playing in the early period you cannot be the russians.

Well you can play different factions at different periods. But you can also enable factions by modding (not very difficult). But then better visit the mod forum, there it says how...
