Ok, so I'm playing as the Almohads and at somepoint during the 14th century one of my recently conquered turkish provinces revolted in support of their previous monarch. While I was expecting that on hard difficulty their troops would be at least decent what I ended up with was around 8, yes 8, units of Jannissaries! WTF! why on earth would a loyalist popular revolt be composed of large numbers of the best units available to that faction? Is this normal?
On another note, why does the loyalty of several of my long held provinces full of troops fluctuate from 200% one turn to around 50% the next?
Yes I have seen that happen too.
Revolts getting better troops than the faction it self built.

I think the computer controlled players move their spies around in groups. So you could have 10+ spies move into your province in a turn and then move on to another province the next turn.
I think loyalist revolts tend to be very well equiped. It works both ways. If you give up a province to the opposition and then move in about 15 spies into it, it will keep spawning pretty potent armies until the province is retaken.

I do have spies in those provinces working counter espionage, also the provinces fluctuate all at once.
Ahh... but that could be because your king dies and the new king was not very strong... Perhaps.
But yes, I have experienced the dropping of loyalty as well wiout any good cause (lost three very important provinces to that).
Bandits are often very well equipped...
I once got an Orthodox Bandit rebellion in Nicea. It was only in 1103, yet they had almost all units I would ever be able to train.
Trebz., Pronoiai Allagion (ouch!), Byzantine Cavalry, Byzantine Infantry, Spearmen and a single Kataphraktoi... Needless to say I was simply rolled over, then they took Constantinople from me as well and I was without any production besides Peasants and Trebz.
I quitted as my war with the Turks was killing my only armies capable of retaking the lost areas.
