The title pretty much says it. As parthia, when I build a vassal government in that city, the spawned general appears outside of the city and does not enter it and cannot seem to get the 'client ruler' trait. I don't have a maxed out stack or anything and I've torn down and rebuilt the thing several times with the same result. This is the only place I've seen this happen.
Could be a wrong coordinate in the script. Could you possibly run the game, get the console, point to Seleukeia and type "show cursorstat"? The coordinate in the script is 239, 107. Please report back whether it's right or wrong.

I can't get my RTW to recognize show. It just gives me the ? for help prompt. I never messed with this before.
My bad, I forgot that it wasn't space but underscore: show_cursorstat. But I checked in game, the coordinate is fine and as AS I can make a gov4 and successfully get a client ruler. I'll test Pahlava.

Yeah, the coordinate is fine. However I still can't get it to work. I can only guess that something might be wrong with the command to make him move into the city.
Sorry, in my test Hiyerâmanesh spawned successfully and entered the city. I don't know what could be different in your game. Perhaps there is an army standing on 239, 106 that makes it spawn in the wrong tile?

The only thing I can think of that does that would be the assassins that the AS have around there, is there anyway to expose them?
Spies can see assassins. You can also move an army onto the tile and move it back again, any agent standing there will have been bumped off.

I did that but it didn't help. '_'
Sorry, I don't know anything else that could fix it. Perhaps you should create another government in that particular settlement?

Surely you haven't a full stack garrisoning the city? He can't move in if there's no room for him; an unfortunate limitation in the script engine, again. Though, if he's not getting the trait there's something else going on...
