Roman reforms question

I got my info from the FAQ-section and now I have a question:

Why is the Polybian reform the only one that needs MIC-upgrading first before you can build the new Polybian units (is this info correct btw)?

Polybian and Imperial both required upgrades while the Marian Reforms requires rebuilt MICs.
