Please, tell me, if there is a precise formula for calculating general_unit upkeep.
And I've already searched "ludus magna", there's no answer there, I think

The upkeep is 0 in EB. For the wages: add your bodyguards and divide that through the wages, that should be close to the formular, when you don't have lots of spies and diplomats.

the KH bodyguards have like 800 upkeep. i think just the Spartans.

Don't forget the Mercenary Generals. Their bodyguards have upkeeps.

Btw, I once recruited a Mercenary General as Baktria before the vanilla marian reforms, but when those reforms did happen the mercenary bodyguards became Baktrian Hataroi Kataphraktoi with a free upkeep!

I think it is the same for the puppet rulers. In my last campaign with the Romans I had a lot of them and had the impression that I was spending much more money for upkeep than I should have.
