If there were an issue over the regulation of carrots , and different laws had been tried to regulate carrots .
Yet studies showed that previous and existing efforts at carrot legislation cannot give a definative answer as to if carrot regulations work or not .....which would be the correct answer ?

cin the absence of effective regulations to serve as a bench mark studies on ineffective regulations are irrelevant and anyone who takes option a orb based on non definative studies is doing so because of their personal feelings about carrots .
