My advisor just popped up and informed me that the constant fighting with non-Italian powers has been of benefit. I can't remember the exact text but it said something about my generals learning from their ways or some such... But nothing has happened, that was all. What was the meaning of it and did it have any effects on my campaign? Or was it just one of those nifty little tidbits of information that are nice to read?

Well, it means that you have the Polybian reforms. Can you see a Polybian Reform "building" constructed in your cities? If so, upgrade your barracks. And you'll get Polybian legions.

Here, check this (https://forums.totalwar.org/vb/showthread.php?t=93896). It's the unit recruitment guide posted by konny. You'll find info on where you can recruit what. And the two first images (Camillan Legions and Polybian Legions) will allow you to compare the units of the two eras.

If you want to be able to retrain your Camillan legions, though, don't upgrade your barracks.

Ah, i thought it might be that. I was in the process of building a huge barracks in Roma, the last in the tree i believe. Costs a hell of a lot of money and takes 15 turns to build. It's been stuck on 3 more turns to build for the last 4 or 5 turns. Do i need to cancel it and build again? It's bugged and stuck at 3 turns to build.

Yes, you will need to cancel, the building won't go any further as you can no longer build camamilan mics, so it sticks. Cancel and rebuild, this time with the polybian mic. Bit of a waste of 3 years work, but never mind. At least you get all your money back.

Fair enough. My Camilian units are doing just fine at the moment anyway as all i am fighting are disorganized smelly hairy hordes of Aediu warbands and whatnot. I thought the reforms only happened around 209 BC though, why am i getting them so early compared to other EB builds?

Don't worry to always be ready for Reforms when they come, and that includes good timing of when you're going to build and improve your barracks. I personally leave most MIC's without upgrades until the Polybian Era, so I won't need to spend a lot of money and time to get the new Polybian units. No problem, as the Hastati and Principes don't need expensive and high level MIC's to be recruited and will be the bulk of your Camillan and Polybian armies.

I suggest you improve it, anyway. Polybian units are better both in Morale and stats, at least the Principes and Hastati are. And you met the conditions for reforms earlier, so this time you got Polybian in 242 BC as expected. Otherwise, if you don't get the necessary conditions, you'll have to wait until around 215BC.
