View Full Version : How do you build Type I/II Governments in Hayasdan?

I have taken 5 provinces but all including my capital are Type III, how do I upgrade to Type II or Type I?

I think it's mentioned elsewhere in this forum (or in the Guides and AARs forum, perhaps?) that in order to upgrade, you need Armavir to have:
--Paved Roads
--Sanitation
--Level 2 Market (which I think it starts out with)
And that's it. Since you should probably be building sanitation in every settlement as soon as you can anyway (at least on Huge, so that they will more quickly be able to muster a decent army without being totally depopulated), the only snag is the paved roads, which requires a population of at least 6,000 and the associated Government Building upgrade.

I don't think that's correct - I don't have paved roads yet and Armavir is still a large town, but I've already had the Pan-Caucasian reforms.

That's odd, because I have dirt roads, level 2 market, Armavir at a population around 4,000 (so, Large town), Sanitation (and, I think sewers), and the first-level town garrison, and I still haven't gotten the Pan-Caucasian reforms. I'll have to do a bit more snooping around...

Do you have level 1 native MIC? Don't know if it's actually needed, though.

I guess that means Armavir is above 6,000 souls, as well.

You don't need paved roads after you upgrade your markets build dirt roads and sanitaions(sp?) you'll be able do build a lvl 1 in Armavir after that reforms happen .
Uh, yes... I know my Armavir has only about 4000 inhabitants and it certainly is still a large town. So, maybe I don't have paved roads after all. Doesn't really bother me though, my only problem right now is Arche Seleukeia, who is all too fond of constantly spamming armies made of Sarmatian and Georgian mercenaries.

Curses, I have all of these things, and yet I get no reforms! According to the post I cited, the market doesn't even need to be upgraded (since you start with the Level 2 market), so I should have met all of the requirements.
As a question: Have you built the "Royal Administration" tag-building? Perhaps that's my problem...

Yes I had but as far as I know it doesn't matter if you builded it or not. But you should really try to destroy the lvl 3 and see if you can't build a lvl 1.

I don't suppose there's any chance you could post a screenshot of Armavir, is there? The whole Hayasdan reform thing is rather... elusive and cryptic, it seems. The Reforms Guide for it isn't the most overt thing in the world, either, and apparently it's a bit misleading...

Edit: I definitely won't be destroying the Level 3 government until I get the Homeland Province tag for Armavir. As it stands, I only have the Alliance Possible tag.
you could use the code process_cq and build it back up the same turn if it doesn't work, and you'll get the home resource when you destroy the lvl 3 I believe don't remeber it 100% right.

do you got a garrison build in Armavir because you need it too. I think thats what's wrong in your game.

Thank you, Kahju. As soon as I get back to my computer I'll try to do a direct comparison, but it looks like I should have everything. The only difference I see that could even conceivably matter is that you hold Trapezous and Ani-Kamah, which I do not (although I do hold that po-dunk village on the Caspian coast). Did the Homeland Province tag appear before you demolished your Type III government, or not until afterwards?

I think you need city garrison which is the second level.
You don't actuamy lvl 1 is enough. But I think you should destroy you goverment building and see what happens.

I only demolished the level 3 government building after I got the homeland marker.

Well, seems I did managed to get the Homeland marker after all. I think what happened was that it snuck in on the bottom row of my buildings, and I never scrolled down there because I just saw "Alliances Available" on the top row and thought "Damnation, when will this thing go away?" Thanks for the help, fellows.
