So they awarded the contract , allocated the money to the contractor , set the completion date for last year ...yet the work hasn't been done .

All required funds have yet to be provided. They've got the money for the teensy little building project, but they're well in arears of needed payments for the private accounts of local pezzonovanti. Once we've got the baksheesh up to snuff, the dam will be put right in jig time. We've simply got to learn a whole new style of contracting.....
