Building the Circus Simplex gives a 5% public order bonus (happiness). Upgrading that building to a Hippodromus allows for games to be held, but the happiness bonus drops. Given that you can also hold games via the Arena/Amphitheatrum, it's kind of nonsense to upgrade the Circus Simplex. Furthermore, there's no distinction between the Hippodromus and Circus Maximus at the moment. I'm guessing this is a bug...

I've fixed it for myself, giving the Hippodromus a 10% bonus and the Circus Maximus 15%. I posted anyway so people know there is probably something wrong (correct me if I'm wrong...)

Games/races give a hardcoded happiness bonus to the town.

Races and games are different and you can hold just games, just races, or both. For some reason, if you already have one building and build a second, the town still displays that it is celebrating yearly events of the first building built. You have to manually scroll through and come to "Yearly Games and Races" for the full effect.
