I have found diplomacy in EB almost useless, only very rarely can I even get money out of the other party (they just refuse to accept an agreement that involves giving up money or they say they must decline the offer), most of the other times they will eventually say that they cannot accept the offer because they will not "be known as thieves"! Finally it is also rare to be able to bribe other generals. What is going on? Is their a solution to these problems?

I find I can NEVER get a ceasefire. At all. Which gets annoying.

Supposedly there's a force diplomacy mod for this....

The diplomacy AI and the military AI in the TotalWar games, as declared by CA, were programmed separately, by separate programmers. The thing is that, while the diplomacy AI makes decisions taking the military situation into consideration, the military AI doesn't even know that there is diplomacy built into the game.

So, it's not unique to EB or any other mod. Diplomacy in RTW (also in MTW and MINO*) is an unfeature. In Shogun there was none, AFAIK. In Empires they hinted that it will be corrected.

Still, you may like the Force Diplomacy Minimod.

A lot of factions in EB are permantly broken, for example the Aedui, the Arverni, the steppe factions and all factions that have large armies but just one or two provinces. Those factions life from the scripted mony help. Responsible are the higher upkeeps for all units.

So, they cannot give you money because simply they don't have any. And with the higher unit costs, bribing too is prohibitive expensive. Not that they don't try, they simply don't succed.
