Wait until 200 BC build up your cities, there is a thread describing all necessary reforms buildings, here is a copy of the list:
Here are the reform conditions:

The reforms are triggered when it is past 235 BC and the two check conditions have been met OR when 200 BC rolls in without check conditions.
The first check counter checks for the presence of a top level NATIVE MIC in settlements, the second checks for ownership of provinces in Italy, Iberia etc.
Hope that helps.

Ah looks like my post, that was before they updated the FAQ I think :)
The post above (and without looking I think in the whole thread) does not refer to the specific settlements needed though. For more specific info :faq:
Cheers
PS
Huray got to use the FAQ smiley! *Feels slightly elitist* :laugh4:

i dont understand.
why do we have to build lvl 5 local MIC in Carthage itself???
that would require destroying the homeland gov and creating/dealing with a lvl 4 gov and client ruler.

i dont think we need. Carthage itself is not listed. i figured what my issue was, i took citadel for the highest level of barrack which it is not, the integrated barracks are. so i got 2 in the right cities (afaik Carthage, Lilibeo dont count) and if im right, there should be at least 3 more, which im in process of building now.
though it is confusing since Gader for instance, is on the list of the cities but cannot have barracks level above "citadel" and thats why i thought it is the highest level there is.:dizzy2:
You don't need to update the buildings for the Qarthadashtim reforms, if I'm not mistaken.

thats what FAQ says.
why there are so few FMs with Barcid/anty-Barcid traits? or is it only for Hanno and Hamilcar (the only ones i can remember having it), which is spelled as Hamalcar for some reason?:dizzy2:

don't get confusesd with the roman reforms, they work differently. The Quarthadastim Have the reginal level 5 barracks as a condition to reach the reform (you need to have 5 of them in certain places).

What do the Carthaginian reforms do, exactly? What units or buildings do they make available?

The add the 'late' units from the Carthaginian roster, mailed units

What is the historical logic, if I can put it like that, of the Carthie reforms?
