I'm not sure if this is a bug or not, but I am playing as Rome and I have not been able to build my factional barracks outside my territories I started with in Italy. I can still recruit the regional troops but even in cities that have a type 2 government installed (I haven't built any type one governments yet) I am unable to even build the barracks required for the factional troops. Is this a bug or is it something unique to the Roman faction?
You need reforms before you can build factional MICs outside a very limited area. The Polybian reforms (242 BC at the earliest) expand the area to all of Italy; the Marian reforms (172 BC at the earliest) expand it to large parts of Europe.

I believe your answer is located either in the barracks description, toward the bottom, or in the Camillan Military Era description.
