As aedui i want balance in italia - when carthago capture city from romans i send spions here. When city revolted back to romans i find after few turns that there are still carthago government building and roman government is still destroyed. Im afraid that romas cannot build other buildings with this. Is this true or sometimes take a lot of time for AI to rebuild their government.....

Even if the government building is damaged, it still gives it buildings/MIC effects. It won't give the bonuses listed on it, but it (the highest level gov) will allow the Romans to build the appropriate buildings, MICs, and units.

Is it considered a glitch when a city government isn't destroyed when the city itself is taken over?
I don't know why it would be a glitch, it's impossible to actually destroy the building by the script, hence why it's 100% damaged.

In some situations, the script doesn't damage the government building. It isn't really a glitch, just a limitation of the script. If it is you, destroy the enemy government whether it is damaged or not.

In this case i wrote above this happen when settlement rebel back to romans. Yesterday i send assasins to destroy the carthago government but the romans repair carthago government instead of their.... :dizzy2:

Since the governments are on the same building tree, it is impossible to repair anything but the most recently build government when there is more than one, for you or the AI.
