Anyone have any advice on putting a settlement on "Malta"? Malta is the tiny island south of Sicily! I tried to move Syracuse which is the city in that region but it didn't work... Maybe the island is tho small? Can it be enlarged?

You might need to make it larger, to change the size of the island you need to delete (re-name in case you want it back) your map_heights.hgt file. Then expand the area of land at Malta in the map_heights.tga file by painting it with dark grey eg. RGB 1,1,1 colour. Then delete the map.rwm and re-start the campaingn.
Doing that will give you a new corrected_regions.tga which appears in the Rome - Total War top level folder. Copy that file, re-name it and use it instead of your map_regions.tga, that will now show the area the game thinks is land, you can recolour malta to the region colour you want and place the city. Think you need the city pixel to be completely surrounded by normal region pixels and not bordering the sea, which is why it probably needs to be larger than it is at moment.
Minimum size would be a 3x3 pixel square with the city pixel in the middle.
Please note that changing the shape of the island in map_regions on its own doesn't change the shape in the game, only map_heights determines which area are land/sea.

You do realise it will look very strange on the campign map, though. (unless you are ussing a very large scale map like mudnus magna)

not really sure but isnt that Iland all rock/mountain, so you need to first of all change the groundtype??
(I recall from vanilla that I couldnt get watchtowers on those Ilands ...)
